Make Baritone use boats when travelling, aka when there's is a lot of water, use boats to travel faster

Not sure, the feature is pretty straight forward.

Context

So I was using baritone on a server, but to go to that area there was a huge ocean, and if baritone could use boats, that will make travelling a lot faster.
