Have baritone use fortune 3 tools over other things when harvesting seed based crops( wheat and betroots) and root based crops( potatoes and carrots),

a setting like "FarmingUseFortune

Context

using a fortune tool increases the amount of replanting you can do when you pick up the items.
wheat normally drops 0-3 seeds, but a fortune 3 pickaxe could cause as many as 6 seeds to drop,

That linked issue suggested plant-only and bonemeal-only modes so that the user could could separately/manually administer a harvest phase, but didn't say anything about supporting Fortune within farm, which is what this Issue is about.

I am working on this in #2702, however.
