Baritone does not allow switch of pickaxe from hotbar

Baritone keeps swapping back pickaxe to first hotbar slot regardless of user actions. Slot can not be customized (aka I want it to always have pickaxe on slot 2 instead). No config for pickaxe keeping behavior (except AllowInventory that disables like, everything).

- I have included the version of Minecraft I'm running, baritone's version and forge mods (if used).
- I have included logs, exceptions and / or steps to reproduce the issue.
- I have not used any OwO's or UwU's in this issue.
Why do people think when they want something that is not implemented it's a bug? That definition of bug would only be applicable if the project explicitly stated "we have everything you want", but that's not the case for Baritone and following from that missing features are not a bug.
