Where can I find the latest build of Baritone? The most recent features and so on?

There's a list of CI builds on the actions tab (that link already has filters set to successful builds triggered by a push) and for pullrequests you can select the "Java CI with Gradle / build (pull_request)" check at the bottom and go to "Summary" to find a CI run for the pr. In either case the download is the "Artifacts" zip at the bottom and expires 90 days after the build was triggered.

Yes yes that too! But also which branch/tag has the latest code to build?

There is one branch per version. If any of them has more features/bug fixes then it is the 1.19.4 branch, since that's where things are initially implemented. If there is a sufficient amount of code I merge it up, so usually the difference isn't very big.
(Currently there's a setting to prevent placing blocks in fluids and a setting to limit the radius for #follow)

Ohhhh I seee. So the idea version of Minecraft to use with Baritone is 1.19.4?

Nah, I wouldn't say that. Unless having two minor features is worth switching Minecraft version to you. As soon as there are more changes (or major changes) they will be merged up and things are even again.
