Top Block always mined below goal block which is not the target

Some information
Operating system: Windows 10
Java version: 1.8
Minecraft version: 1.14.4
Baritone version: Latest
Forge mods (if used):
The issue is that the mine feature will mine the top block but not the bottom block the squared block is for example a stone. it needs to be mined first before the goal block.
Any ideas how to make sure it will mine the block below first?
Baritone will mine all selected ores. Do you mean Baritone mining the top two blocks to get to the gold ore instead of the bottom one? Please clarify.
it will mine first the blocking top block by getting on the goal block.
Just pretend the squared red block is a stone block instead.
Then my target goal block is the iron ore

it will mine the block above the goalblock when the goalblock is at feet level
