Describe the bug
The potency of beacon effects is only amplified for max level beacons, with any level below seeing no change.

Expected behavior
Potency tiers to apply to any beacon level

Environment:

  • Minecraft version: 1.16, 1.17
  • Mod version 1.3.1+1.16, 1.4.0+1.17
