(Fabric) Beacon regeneration not working on tamed animals (but other effects do)

Versions:
- Beacons For All: 2.0.0-1.18.1
- Fabric: 0.12.12-1.18.1
Observed Behavior: Tamed wolf has particle effects, speed works but is not regenerating HP (indicated by tail)
Expected Behavior: The wolf regenerates HP
Steps to Reproduce:
- tame a wolf
- build a beacon
- set it to speed + regeneration
