When launching the game with only BedrockWaters and TravellersToasts installed, it crashes upon launch. Seems like it is trying to access a config class that somehow doesn't exist only when BedrockWaters is present.
I figured both mods are yours, so I find this a bit weird to happen. I'm not sure if I should actually open an issue in TravellersToasts instead of here so I apologize if this is not the right place!
