When you place a block normally, it can replace certain blocks. Tall grass, snow covers and liquids will simply disappear and be replaced with the block you placed.

I'd like builders wands to get this functionality. Building around tall grass or underwater makes the wands much less effective right now.

You can already replace fluid blocks (flowing and source). Open the controls and search for "Change Fluid Mode".
