@astroACR I decided to search on Github if anyone else had this problem, turns out you solved it already in this issue #354

We both had Optifine installed, so I'm assuming that @PassiveLemon and @alicelily1 also have Optifine in the mods folder as well. The problem was that Optifine was forcing "Default" on the detail options, and you need to change it to either Smart or Fancy.

Step by Step:

  1. Go into Game Menu
  2. Click Options
  3. Click Video Settings
  4. Click Details
  5. Change the Trees option to Smart or Fancy

Tell us if it works! It worked for me.

@GalaxyChoke : you are 'The Man.' I have been dealing with this weird effect of waving "flag-like" streamers that were coming vertically off standard ground blocks for ages. Everything I've read said 'default' was tied to the general purpose quality button, so if it was 'Fancy,' all the 'defaults' also were effectively 'Fancy.' I took your suggestion above and set all my defaults to 'Fancy' and poof, all the waving flags are gone and things are just "right" for the first time in ages.

Thank you for pointing that out in such an easy to comprehend and implement way.

Are you using a resource pack? Any other mods installed? Fabric or Forge?

Including a list with all of this information might help to solve your issue!

I'm having the same issue on forge. I don't have any texture packs or shaders on. I have like 80 other mods. I'm trying to figure this out as well so if i do, i will update it on here.

yeeah, i have 24 mods in total, but no resource packs or shaders are enabled on the world

I'm having the same problem too, but my border is a different color. When I first saw the border, it was white, and I turned off my shaders; the border then had a green color. The only resource packs I had on was the default one, the Dramatic Sky pack, the Scary Spider thingy by Wilant, and the Mod Resources thing that always shows up when you have mods in the mods folder.

I don't know how to fix it, but I think the problem might be because of one of these mods:
Dynamic Trees
Biomes O' Plenty

I tested and removed both of these mods from my mod folder; the foliage still had that green border. Since those were the only two mods I suspected, then the problem might not stem from the mods at all, expect for maybe those mod tools that some mods require, like YUNG'S API. If that were the case, then I have another 5 suspects:
YUNG'S API
Obfuscate
AutoRegLib
Collective
Kotlin for Forge

Another suspect I have as well is the Optifine mod that I have in the mods folder.

If you guys can provide a list of mods that you have in the mods folder, that would be great, since I'm still not sure what mods we all have in common and which one of those mods that we share are the issue.

I do have Optifine on. I changed out my mods quite often as i was making a modpack for my friends to play so i couldn't really test all that much. I don't remember if i tried the different leaf options but i thought i remember having fancy leaves on. I will add try again and see if its okay. The mods i had in similarity are YUNG'S API, AutoRegLib, Optifine, Torch Slab Mod, Biomes O'Plenty, Spiders 2.0, Sound Filters, YUNG'S Better Caves, Dynamic Surroundings, Better Foliage and Dynamic Trees.
