In my config, I have the health bar display turned off. However, if I am poisoned, the health bar reappears.

I cannot reproduce this issue with just your config. Please attach your mod list (hold F3+C for 10 seconds to trigger a crash, the log will include your mod list). If you have any mods that you know modify the health bar please mention them.
