Noticed that I couldn't apply weakness and mining fatigue to the player with /effect, this is a problem because it effects mobs like the elder guardian, if this could be fixed that would be great.

This will be fixed in the upcoming version. Found a way to disable Better Combat attacks entirely when the player's stamina is depleted. So, no more need for additional depletion effects.
