how does one apply 2 enchants to an item cuz this doesnt make any sense at all

I really don't recommend trying to edit the JSON by hand unless you are absolutely familiar with the formatting and raw NBT tags. Make the item in-game with the enchantments normally and add it through the editors by selecting from inventory.
