I have seen this issue many times in different modpacks, currently in Omnifactory.
So far I managed to pinpoint it to reloading the questbook.

After you reload questbook at least once, the save becomes corrupted in a way that all scrollable elements (quest description, required items, even category list) will scroll back to top every second.
