GUI Tooltips Display Behind JEI Items

Better Storage Too v4.1.0.0
- Item tooltips in Better Storage's GUIs render below JEI items.
- The GUI background also doesn't get darker because
GuiScreenEvent.BackgroundDrawnEventisn't called, which would prevent the above issue. A comment from mezz confirms this at CreativeMD/LittleTiles#217.
