Instead of using a hotkey-based restoration method (which can be cumbersome), I recommend implementing a system where experience points are directly deducted when using Mending-enchanted tools. This is closer to the user's operating habits.

What if the user wanted a tool's damage to go up for any reason? If they had any levels, this would be impossible. I prefer it being a manual intervention
