Survival drops/placement incorrect for Hirschgeist Skull (Placeable)

Describe the bug
When placing a Hirschgeist skull in survival, the item is not consumed.
When breaking a Hirschgeist skull in survival, it drops as a skeleton skull
To Reproduce
Steps to reproduce the behavior:
- Retrieve Hirschgeist skull (Placeable)
- Switch to survival
- Place it, see error 1
- Break it, see error 2
Expected behavior
Upon placing in survival, one count of the item is to be removed from the hand.
Upon breaking, the item is to drop as Hirschgeist Skull (Placeable)
Versions:
- OS: Windows 10 Pro
- MC Version: 1.12.2
- Mod Version: 1.0.0 to 1.1.4
