Unfortunately, this bug isn't as cool as it sounds.
It actually does 0 damage, like a snowball, instead of healing things.
Still should be fixed though as hoes should not have negative attack damage.

Definitely nothing in Minecraft should have negative damage! I'll take a look, thank you!

From what I can see, the vanilla hoes also have negative damage, so I don't think this really is an issue.
