What happened?

If a waterlogged brimstone block from BE has one of its faces towards a waterlogged block, (eg: a waterlogged slab or stair) then when the block attempts to grow a sulphur crystal, it will replace the whole block with a waterlogged sulphur crystal. Issue noticed with Create pipes in water being replaced with crystals.

To Replicate: Surround a Brimstone block with a bunch of waterlogged slabs and wait. For speed, /gamerule randomTickSpeed 300.

Expected Behaviour: If the water block surrounding the Brimstone is not an empty water block, the attempt to generate a sulphur crystal should fail.
