What happened?

This biome is not populating in The End at all. Doesn't matter which generator settings I use, it simply does not spawn. (I have rigorously tested this and searched far and wide, I was very thorough).

I am able to find 24/25 biomes. The empty and lush caves will not show up in "/locate", however they do spawn, one just has to explore caves by foot inside of the islands.
