[Bug] wrong sound playing

What happened?
Elytra will loop an item damage sound when equipped to Elytra slot,this greatly affects the gaming experience.
However, version 21.0.10 does not have this problem.
And i'm playing Minecraft 1.21,not 1.20.4.
