[Bug]: Bookshelfs dont enhance the Enchanting Table

What happened?
As title.
Put appropriate amount of bookshelves around the enchanting table, no level 30 enchant available.
Repeat process with vanilla bookshelf, level 30 enchant shown
(no hidden agenda this time)
