What happened?

For me trying to use the Mod Menu mod and turn off the lavafall particles, but the changes don't apply, the config menu says to restart minecraft to apply the changes but relaunching minecraft in multiple ways doesn't work, and the setting goes back to what it was, this is also the case for the fog and thin armour, I can make changes but they don't stick.
My fog level also isn't at it's default value but even if I just hit the reset button the change doesn't apply.
