What happened?
The Blackstone Basin biome allows Wither Skeletons to spawn above the Nether roof, which allows players to create effortless Wither Skeleton farms above the roof itself. To align better with vanilla standards, and to keep server balance, this should be changed. They should not spawn above the roof level.
