Not sure if we want to go the vanilla route and just disallow all bosses from using portals (e.g. why should the wither not be allowed to use them?).
This wouldn't be an issue in the first place if the ender dragon respected block bounding boxes, so maybe explicitly checking if the entity fits into the portal could be a viable solution.
