An ender pearl can be thrown through an end portal or a nether portal, but when it lands on the other side no teleportation occurs. If you throw the pearl and then go through the portal before it lands, you do get teleported.

This appears to be vanilla behavior, so I'm re-labeling this as enhancement instead of bug.
