A description of the issue

Aconite and Belladonna seeds, as well as Garlic, drop from grass when it is broken with shears, even though vanilla wheat seeds do not drop from sheared grass.
Steps to replicate:

• Obtain shears
• Find or place grass
• Break the grass with shears until Bewitchment items drop
