A description of the issue

due to adding hellhounds to spawn lists in nether biomes by category, they are one of very few spawn choices in warped forest. Since their spawn weight is 6x higher than the only MONSTER mob in the spawn list (by default), the warped forest is now overrun with hellhounds and very few (if any) endermen spawn in that biome.

I would recommend implementing a whitelist and blacklist biome tag, instead.
