Issue description

I downloaded Beyond The Earth v7.0 SNAPSHOT But, I found that shovels and axes stopped working properly, so I tried to change the mod version but, now I couldn't Load into the world or start it on a server even if I remove the mod.

Steps to reproduce

1.Install Beyond Earth v7.0 SNAPSHOT
2.Swap it with Beyond Earth v6.2
