Effects will always only go up to Level 2, and the 'Level 16' effect isn't there. Maybe a bug, or maybe an oversight on my end?

Are you playing Single Player or on a server? If you are playing on a server, you will need to have the mod installed client-side as well in order to get your Level 16 effect.

I'm running Essential to share my singleplayer world with someone else. We both have that mod installed.
