Power taps should try to evenly split their output when there's more than 1

Currently, the reactor arbitrarily picks one power tap and outputs as much power as possible to that one before moving on.
Instead, it should first try to distribute power evenly, then distribute the remainder on a first-come/first-served basis or perhaps on a most-demand basis. This will make having a reactor feed multiple networks work better.
