A feature to have the reactor recognize its surroundings by 1 block, so that a reactor submerged in water will receive cooling benefits from the water as well as whatever cooling liquid is inside the reactor.

While this would be neat, it's technically infeasible without either opening up nasty exploit possibilities or adding a lot of lag.
