the reactor generates ~12000 rf/t
the conduit in the background can conduct 10000 rf/t
so why is the energy buffer of the reactor empty?
I see another conduit going around the back; do you have multiple power taps connected to the reactor?
TE conduits can draw 10krf/t per connection. If you have multiple connections, you will be able to draw more than 10krf/t through your conduit network.
If you have only one connection, then I suggest reporting the bug to Thermal Expansion. The reactor generates precisely as much as it states on the screen, no more, no less.
"Output limits" are defined entirely by the mod whose energy transport you're using. I inform them of how much power is available, they inform me of how much energy was used.
This is not a bug with BR.

the problem is that the power tap ignores limits of conduis and cells
the reactor shows ~16000 rf/t.
in this case http://i.imgur.com/x85qF2Q.png the power monitor shows 50000 rf/t as long as the energy buffer of the reactor is still fillled, although the conduit can transfer only 20000 rf/t. if the reactor buffer is empty it shows 16000 rf/t.
in that case http://i.imgur.com/wPZoKsf.png you can see the left cell is more filled than the right although they were placed simultaneously. the limits of them is 10000 rf/t but the left gets 16000 rf/t.
the capacitor bank of EIO suck instantly the full amount of energy out of the reactor when placed next to the powertap
