Is the reactor supposed to output energy? Because the reactor isn't outputting energy, and I have to use the steam turbine to generate energy.

The reactor is supposed to output energy unless you have a coolant port installed.

Can you provide a screenshot showing your setup?

A reactor with coolant ports installed will only produce steam; if you want to produce energy directly, you need a passively-cooled design. Try removing the coolant ports.
