hello i am using FTB unstable and added Big reactors 0.4.0rc5 and started up my game and it said minimum version is Forge 10.13.0.1205 and the current FTB unstable version is Forge 10.13.0.1208 and i do not know how to change forge versions in these modpacks

Generally, you cannot change versions. The modpack maintainer must change the Forge version the modpack uses.

However, it should be possible to run a mod with a newer version of Forge (and 1208 > 1205, so that counts). If not, either I'm doing something wrong, or Forge is doing something wrong. Can you post a Pastebin copy of your startup log?

It appears that your modpack is not actually using 1208. The logs report this:

[17:01:55] [main/INFO] [FML]: Forge Mod Loader version 7.10.25.1199 for Minecraft 1.7.10 loading
