Do you have more than one access port? If so, is the second access port
full?

Please provide screenshots of the offending reactor.

There are 2 ports, 1 in 1 out. The outlet port is always being emptied.

I'm unable to reproduce this with a simple reactor in rc9, with a pair of access ports as pictured.

Please try to reproduce this in the absence of other mods and let me know if the problem is still present.
