Blutonium not accepted as reactor fuel in 0.4.0rc9.

Using version 0.4.0rc9, I'm unable to get the reactor to use blutonium as fuel. It is possible to place it in the access port, but it is never consumed.

I also have this issue in RC8, and possibly even RC7 on Forge 1207.

Same base reason as #343, fixed in the upcoming rc10 release.
