I'm running 0.3.4A2 with 1.6.4 FTB Direwolf20 pack (some other mods as well added), and I don't have the rotor shaft or the blades available to me. Can you tell me if I need to update or if that's just not available for 1.6.4?

Turbines should work fine in the 0.3.x line for 1.6.4, and turbine shafts/blades should be available. You may have a config issue or something else on your hands.
