Essentially, the Hydrokinetic takes falling liquid and calculates how much power it should output based on viscosity, and density of the liquid plus the distance it has fallen in a straight line down.
With a 1 block fall it will cause the hydrokinetic to output at full power. It takes a 64 block fall for water to have the hydro to reach full power.
Reika's suggestion was to change the viscosity/density to something more reasonable.
Note that the only way to produce this is using RFTools builder to move the source blocks from a mystcraft/rftools world as there are no other ways of making these fluids
