Identical turbines not producing same stability conditions

I'm running Technic Pack on Minecraft 1.6.4 with Big Reactors 0.3.0A. I've built a setup with three identical turbines (with room for a fourth):

I'm running into an issue where one turbine is producing the expected output and the other two are not - and I'm not exactly sure why. Here's the correct reactor's near-stable condition:

It eventually stabilizes at ~1797 RPM with ~24kRF/t. Here is a picture of the incorrect stability condition:

This eventually stabilizes at ~1650 RPM with ~18kRF/t. They are also accepting the maximum 2B/t of steam (6B/t produced by reactor):

Here are some gritty details on what the internal build is like:

The turbines are 9x9x16 OD, 7x7x14 ID. The coil consists of 37 identically-placed Enderium blocks. There are 84 blades, three wide - twelve on each of seven layers, leaving two empty spaces between the bottom turbine and top of the coil. Here's a screenshot since it's probably not immediately clear what I mean:

The turbines have two fluid ports, three power taps, and one controller each. Though it's probably not relevant, the bottom of the turbine has the coil, and the top has the rotor bearing, surrounded by glass.

I'm not entirely sure if this is a bug, or if there's something (i.e. user stupidity) going on here, but if it's something you think is a part of the mod, I'd be curious to know. Thanks for your time!

MC 1.6.4 is not supported anymore and will also not get bug fixes anymore. If you can reproduce this in a MC 1.7.10 pack then report it again, else it may already be fixed.
