Pretty much the title!

I attempted to breed the Oily bee with Ocean and Primeval to no avail.

Thought it might just be a JEI recipe not showing, I was unable to find anywhere the recipe being disabled.

You need Buildcraft in the pack (which direwolf20 doesn't have) because the bees are structured around Buildcraft oil I think (or at least that's what usually includes them). I hope support for the new TE oil is added at some point since that is in a lot of 1.12.2 packs although I'm not sure that's even fully implemented yet.

Also it's sad that Buildcraft has stopped appearing in major packs :( but I guess people have moved on.

EDIT: I had a look into this with my poor code knowledge for fun and it I think the recipe not showing up comes from ApicultureJeiPlugin in the base forestry mod which pretty much just checks if the item is null (not initialised?) or not. As far as I can find there is no reference to buildcraft specifically other than "oil" somewhere (propolis enum?). Might be worth a PR to see if the line can work with TE oil once that's fully implemented.

Being able to obtain Oily and Distilled bee were designed around BuildCraft being installed, thus providing the fluids 'oil' and 'fuel'. So even when they aren't around they still show up ingame atm due to #360

TE's oil is explicitly made incompitable BC's Oil by using different fluid registry names so im not sure if support should be added by these bee's when both BC and TE are installed.

BuildCraft for 1.11+ isn't being included in packs atm is because it is still in alpha and is not ready for modpacks. Any BC integration will need to be updated anyway when it reaches stable due to its internal rewrite and new oil proccessing system.
