[Bug]: Rain under water

It rains underwater, the particle causing the issue is particle_toggles.heavyrain.
How to reproduce:
- Open the chat and write: /weather thunder
- Go underwater in non dessert biome and you will see the particles going all the way to the bottom instead of stopping on the surface.
