This newest version spawns the weather particles so high up that when you're moving around in the world you never see it except in the area well behind you. It also now seems to only spawn in a small area so you can now very clearly see it only effecting a small area around you if you stand still and wait for the particles to fall to you, breaking the illusion of the weather effects. I'd recommend reverting the weather particle spawning changes as they don't look as good as the previous version.
