Nether features breach the bedrock ceiling

Issue Description:
Our world generation features in the Nether break through its bedrock ceiling.
Steps to reproduce:
- Create a new BoP world
- Go to the Nether
- Explore until you find a feature that lets you move through the ceiling
Additional Information:
- fml-client-latest.log or fml-server-latest.log: N/A
