There is a new "derp" in the dependancies.info: the quotation marks for the "dev" key are some sort of high-ascii variant like that produced by Microsoft Word. Please tell me you're not using that to edit your JSON ;) Anyway, the net effect is that parsing fails and WorldCore is not installed.
