Frozen Ocean biomes generated close to Tropics

I don't know if this is a bug but in all my Minecraft worlds Frozen Ocean always generated close to Tropics.

Minecraft 1.16.1
Forge 32.0.98
BOP 11.0.0.391

Probably just a result of random noise and not an actual issue, and not enough info was provided anyway
