I did what was asked in the server properties and looked up a bunch of other solutions like starting a new world but nothing has worked so far.

You have provided little to no info, and I'm afraid there's probably nothing we can do to help you. The mod works on multiplayer, and the problem ultimately has something to do with your setup.
