Blood cannot be placed in the world with a dispenser

What's the issue you encountered?
When powering a dispenser with a blood bucket inside it, the dispenser will shoot out the item instead of placing the liquid, which is inconsistent with vanilla water + lava bucket behaviors
How can the issue be reproduced?
- Place dispenser
- Place blood bucket inside
- Power dispenser with redstone
