Blood and Liquid Null fluid don't have the correct underwater fog or particles, evaporate when placed in the Nether, and have other side effects on Fabric due to needing to be tagged as water. Will be fixed in the future.

I'm having the same issue, blood behaves like water and can't be placed in the nether on Fabric in 1.20.4, BOP v19.0.0.50.
