Various block textures have no orientation variation on the side.

What's the issue you encountered?

Unsure if this is intentional but I figured I'd at least point it out even if I'm wrong. I noticed the Flesh and Porous Flesh blocks (as well as a few others) have their textures randomly rotated on the top and bottom sides of the block.

However, this is not the case for the sides of the blocks, where all of the blocks have the same texture orientation.

I'm assuming all sides of these blocks are supposed to have the same behaviour for variating the textures.

How can the issue be reproduced?

Place Flesh/Porous Flesh blocks in a flat area making a wall and a floor.
Observe the difference with the texture variation.

The same behaviour has also been observed on White, Orange, and Black Sand, Brimstone, and Dried Salt.

Any other blocks not mentioned either had no inconsistencies between their texture orientation, or displayed no texture orientation at all and thus aren't inconsistent with themselves.

It's sort of intentional. Most blocks that have random rotation in vanilla only do so with rotations along the y-axis (Like sand for example). Although netherrack does have random rotation on both the x and y axis, so I suppose flesh could at least be changed since it's a primary Nether terrain block like netherrack is.

Thank you for your insight. You're correct on the sand, so I suppose those are not necessary. I would agree with you that it seems only the Flesh Block (with the porous variant perhaps) would be changed, as the texture repetition isn't as noticeable on the Brimstone or Dried Salt, as they're more grainy textures anyway.
